Sharing toys in the playground

I am interested in knowing how practical and beneficial it would be for recruiters across agencies to collaborate on assignments or on candidate sourcing activities (let's say launch a joint niche job board)

What would be the prerequisites for this to work if ever:

- assess the quality/reputation of the potential partners
- understand who brings what to the table
- decide on the commercial terms under which you would work?

ITCRA essentially did this with IT2 which worked pretty well. There have also been a few niche jobboards overseas. The challenge is really getting the critical mass to make it work which is why doing it through an industry association like ITCRA isn;t such as bad thing.
